the and be and i think the owners here today and i think the -- over the spread of formula retail big box stores like the current pet food express on california and others, that would harm many of the small businesses according to testimony at the other commissions as well. the modifications i introduced last time will help us move this forward with the strong suggestions of the planning commission staff and i want to say that one other issue that has come up is why don't we allow a conditional use process to proceed? i will just i have respect for the decisionmaking process of the planning commission but many small businesses that brought these suggestions to us -- we have crafted this legislation carefully out of the urgency of our small business sector and we need to protect our neighborhood now, and for the future as well. other comments made at the planning commission were important -- why didn't we go further and make it work comprehensive as an overall effort to look at other industries like the hardware stores or office supply stores and i will just say we did our best to make this a lim

. so just kind of a lot of extremes out there today in this weather pattern. the big, huge trough on the west coast, a little unusual for this time of year has got the marine influence along the coast, it's keeping everyone cool, even a few showers, while everyone else, this will be one of the hottest days of the year throughout much of the east. i put out our enhanced satellite. you can see where the trough is in here. and it continues to spin just off the coast. all of these clouds, you see them off the shoreline. at night they move in, they move along the coastline. they burn off hopefully by about mid day or so. you get some sunshine in the afternoon and it keeps things really cool. there's a lot of drizzle with the clouds, too. we have showers from portland northwards. it won't pour, just occasional showers, temperatures in the 60s. and there's the 66 in san francisco, where fingers crossed for a little bit of sun late in the day. that's not a promise. that's a look86 for your high. san jose, 73 for you. not a lot is going to change in the west, it's going do remain cool. if

, i'm not a big fan of raising taxes, especially for small businesses. but the reality is we are in a financial crisis right now. and i read this over and over over the weekend. it is only a half a cent. they could have gone higher. i like the fact that this legislation is dedicated. it's not going into the general fund. our speaker spoke about -- you know, we are going to be getting a lot of parolees in this town. public safety is a big deal in my district. we have issues right now and we call the police and it takes a while for them to get there. and it's a big deal. it's just the reality of what's happening in the state of california today. so i will put a motion in support of this half cent sales tax. president o'brien: does anybody want to comment on that first or anybody want to take a vote on that? commissioner clyde? commissioner clyde: i would like to comment before we vote. i too will be supporting this because i do and long have supported dedicated funding for the social safety net. i think that we should have something -- i have children and i don't know how peopl

's a look at the weather. let's check traffic with elizabeth. >> thanks. unfortunately we have big problems developing now in sunnyvale. we're talking about a jackknifed big rig right there approaching the lawrence expressway exit in the southbound lanes of 101. now, three lanes are blocked in the southbound direction. no reports of any injuries with this jackknifed rig or what exactly the truck was carrying but we know that traffic is just squeezing by right now partially in that left lane and the center divide. also the on-ramp, the lawrence expressway on-ramp to southbound 101 is completely blocked. 280 is the best alternate in the area. not big backups now but if this continues to be out there for a while which it sounds like it could, chp just issued a traffic alert for that stretch, they will just said that they are hoping to get lanes 30 to 40 minutes after the tow crew arrives arrives son scene. we are waiting for word for when the crew arrives and then it could be 40 minutes from then so this is going to be an issue for the start of the morning commute for sure. so 280 a good alter

, this time of year, they can cost you big time as well. christie smith is live in oakland with that warning about fireworks. good morning. >> reporter: good morning to you. yeah, firefighters and police are talking about a couple of things, one is that it's going to be hot and dry this fourth of july which means higher than normal fire danger to keep in mind if you're using fireworks. around the bay area in cities and counties it's a mixed bag where you can and can't use safe and sane fireworks. we're standing at one of the fire stations where they have collection bins to get illegal fireworks off the streets. if you are caught with fireworks you can be fined up to $1,000 in the city, police and fire will be patrolling looking for people setting them off. we have youtube video of what not to do. there was someone shooting fireworks toward a b.a.r.t. train, possessing large quantities of fireworks could get you jail time, and fines of up to 5,000 to $10,000. there's also the danger factor involved with burns, even losing limbs, last year according to one consumer group about 8,600 people lan

:05, happening as we speak, a big sink hole on highway 87 in san jose. that's right along the southbound side of the highway near west virginia street. work crews are out there and so is ktvu tara moyarti but what's the very latest? >> workers workers will not continue work until engineers arrive. we had to move because it was simply too dangerous. you can see where they've blocked out one southbound lane of 87 on the left and then one lane of alma avenue on the right. the sink hole is about 30 feet wide. there's a big gap underneath the median. now caltrans discovered the problem tuesday. they came out. they poured some gravel. sort of a band aid fix. and last night they compressed the gravel and found it sank. you can see where the concrete is exposed now. there's a huge crack running up and down on that roadway. they shutdown some lanes on the freeway. we are close to west virginia street. just to give you an idea where we are on 87. crews are expected to be out here all morning repairing the sink hole. damage is pretty extensive. the highway seems to be moving up. right now let's check i

quake, where the tempered glass actually kept the building together. it was acting like plywood. big surprise. the tempered caught right at the frames and it was the tempered clearly that was keeping everything together. the building was going this way, and the glass was acting almost like a sheer wall. other times it totally collaps collapsed. seismically, ooh, that's a laurence question. >> they have limits on what both the transient drift and permanent drift is allowed to be, how far they are allowed to sway and how far they're allowed to be out of plumb. what they calculate it to be they come up with a resilient system of setting the glazing so that at the levels of drift there should be no pressure placed against the glazing. so that's the design. we will wait for a big earthquake and see how it plays out. but should be okay. the drift issues are things that we've been talking about for these high rise buildings. what are appropriate drift limits, and how much can a 600 foot building be permanently displaced and still be an acceptable building. how long can we expect the glazing
